UGL Premas secures Preferred Bidder Status for Singapore Sports Hub PPP project

The success of this win is credited to the strong partnerships in the SSH Consortium. UGL Premas is an Equity Partner together with Dragages, HSBC Infrastructure Fund (UK) and Global Spectrum Asia.  Other partners include World Sports Group, Arup Sport, DP Architects, Pico, Active Rights Management Asia, Shatec, Fraser Centrepoint and Genting International. UGL Premas will also provide the asset and facility management services.

With over 30 years of experience, UGL Premas is equipped to provide integrated asset and facility management, engineering and corporate real estate services for commercial, industrial, retail, residential, township, institutional and other facilities across Asia. UGL Premas is also supporting sister company, UGL Services, in the provision of Facilities Management and Consultancy services for Aspire Zone, Doha’s sports city spanning across 240ha precinct in Qatar. This includes the management of the Aspire Sports Academy, Aspire Dome and Khalifa Stadium, the Orthopaedic Hospital, Aquatic Centre, Super Club and a Mosque.

The preparation of this PPP bid began more than two years in identifying the strategic partners of the project. A team of engineers in UGL Premas from different departments including those from project management, operations, engineering, security, information technology, came together to work on the bid submission.  Finance, Legal, Marketing and Human Resources departments were also involved in providing inputs to the bid submission.  As this is the first PPP in Singapore, the team was also supported by our colleagues from our parent company, United Group Limited (UGL), a company listed on the Australian Stock Exchange, who have experiences in bidding for and running PPP projects, such as the Royal Women’s Hospital and the Victorian Correctional Infrastructure Project in Australia. 

The new sports hub, dubbed as Premier Park, is set to be a world-class inspirational landmark that promises to be a thriving and sustainable fully integrated sports, entertainment and healthy lifestyle hub for everyone, everyday. Developed on a 35-hectare site, the centre-piece of Premier Park includes a 55,000-seater Olympic stadium with extendable tiers, the largest ultra-lightweight tropical dome in the sporting world, with a sliding roof that lights up at night that also doubles up as a projection screen to create the most dramatic effects for night events.

To create a total sporting culture, Premier Park will house Singapore’s largest covered outdoor space, to serve as an urban recreation centre for all Singaporeans with a host of activities. Other facilities within the Premier Park include:

  • an aquatic centre with Olympic and recreational pools;
  • a water sports centre for dragon boat, rowing, kayaking;
  • multi-purpose indoor halls capable of hosting 9 different sports simultaneously;
  • retail spaces;
  • offices;
  • a sports medical centre;
  • a sports museum & library; and
  • the existing Singapore Indoor Stadium, a 12,000 seats arena 

Beyond the tender’s requirements, Premier Park offers an Olympic and recreational white water rafting course and a 500-room hotel that will bring in the live-in population and tourists to the hub.

Furthermore, to bring sustainability to the project during the 25 years of concession, the SSH Consortium has committed to make use of its commercial revenues to set up a dedicated fund - the Premier Park Foundation, for the development of sporting activities and additional facilities. Through the skills and resources of the team, these investments will ensure the most productive management of Premier Park’s finances, delivering further returns which will be invested into the fund, and thus creating a virtuous circle that will sustain Premier Park for decades to come.
